A mobile grooming business, also known as a mobile pet grooming business, provides grooming services for pets directly at the clients’ location, typically in a specialized vehicle or van.

Mobile grooming businesses often require specialized training, certification and additional approvals in pet grooming techniques, handling, and safety. You may operate independently or as part of a larger pet care service. You can typically serve a specific geographical area or community and rely on appointments and customer referrals to generate business. Your grooming vehicle should be equipped with all the necessary grooming tools, supplies, and facilities, such as a grooming table, bathing tub, grooming products, dryers, and clippers, allowing groomers to provide a comprehensive grooming experience for pets in a convenient and comfortable environment.

9602.96 – Domestic Pets Grooming 

Apply for a business license under Hairdressing and other beauty treatment and choose business activity Domestic Pets Grooming with activity code 9602.96.

A Pet Salon License from Meydan Free Zone allows you to operate pet grooming and care facilities. This license is required for grooming, bathing, hair removal, nail clipping, and improving the pets’ appearance and well-being. Not only can you contribute to the aesthetics of the pet, but you can also contribute to its health. For example, washing prevents infections by removing dirt and bacteria, while nail clipping prevents discomfort.

Meydan Free Zone requires businesses to follow specific requirements and regulations to obtain a Pet Salon License. These requirements include adequate space for animals, a safe and hygienic environment, and qualified staff. In addition, you must also adhere to animal welfare laws enforced by the Dubai Municipality’s Animal Welfare Section, ensuring care, respect, and meeting the animals’ needs.

Inclusions

In addition to providing grooming services for domestic pets (9602.96) under your Hairdressing and Other Beauty Treatment trade license, you can engage in various grooming activities for humans as well. These activities include hair washing, trimming, cutting, setting, dyeing, tinting, waving, straightening, and similar services for both men and women (9602.01). In addition, you can also offer services such as shaving and beard trimming (9602.02), facial massage, manicure, pedicure, makeup, and more (9602.03).

Furthermore, your trade license allows you to operate a gents’ haircutting and hairdressing salon (9602.88), a ladies’ haircutting and hairdressing salon (9602.89), a henna salon (9602.90), and provide services in makeup, hairdressing, and henna (9602.91). Additionally, you can offer nails manicure and pedicure services (9602.92), specialize in children’s hairdressing (9602.93), and operate as a mobile hairdresser for children (9602.94). Moreover, you are authorized to establish a hair fixing center (9602.95), a hair removal center (9602.97), a gent’s hair fixing center (9602.98), and a ladies’ hair fixing center (9602.99).

Exclusions

Under your Hairdressing and Other Beauty Treatment trade license, you are allowed to offer grooming services for both animals and humans. However, it’s important to note that the license does not grant permission for activities like wig manufacturing. Wig manufacturing involves specialized skills, materials, and equipment that may require separate licensing.

9609.02 Pet Care Services Such As Boarding, Grooming, Sitting, and Training Pets

Apply for a business license under Other personal service activities n.e.c (not elsewhere classified) and choose business activity Pet care services such as boarding, grooming, sitting, and training pets with activity code 9609.02.

Pet care services such as boarding, grooming, sitting, and training pets refer to a range of professional services provided to cater to the needs of pets. Here’s an overview of each activity:

  • Boarding: Pet boarding provides a temporary home for pets when their owners are unable to care for them. Until their owners return, pets are housed and fed in specialized facilities or with a pet sitter.
  • Grooming: Pet grooming involves activities to maintain pet cleanliness, hygiene, and appearance. You can include bathing, brushing, haircuts, nail trimming, ear cleaning, and even additional services like teeth brushing.
  • Sitting: Pet sitting refers to caring for pets while their owners are away. You can stay at the owner’s home or provide regular visits to feed, play with, and attend to the pets’ needs. 
  • Training: Pet training teaches pets appropriate behaviors and obedience commands. Training can cover basic commands, socialization, behavior modification, and specific skills for different types of pets.

You can design these activities to provide professional care, attention, and support to pets, ensuring their well-being, health, and happiness.

Inclusions

Under your trade license for Other personal service activities n.e.c (not elsewhere classified), you have permission to engage in various services. These include pet care services such as boarding, grooming, sitting, and training. Additionally, your license allows you to provide activities related to Turkish baths, sauna, and steam baths, solariums, reducing and slendering salons, and massage salons.

Furthermore, your license covers astrological and spiritualist activities, social activities like escort services, dating services, and services provided by marriage bureaus. Additionally, you can offer genealogical services, operate as shoe shiners, porters, and valet car parkers, and engage in the concession operation of coin-operated personal service machines. These machines may include photo booths, weighing machines, blood pressure-checking devices, and coin-operated lockers.

Exclusions

Under your trade license for Other personal service activities n.e.c (not elsewhere classified), there are certain exclusions that you should be aware of. Specifically, this license does not cover veterinary activities and activities related to fitness centers.

Third-Party Approvals – Post License

After obtaining your Domestic Pets Grooming (9602.96) and Pet Care Services Such As Boarding, Grooming, Sitting, and Training Pets (9609.02) license, you must get additional approval from the Public Health Department of Dubai Municipality. The approval from the Public Health Department is crucial as it ensures that your pet grooming facility meets the necessary health and safety standards mandated by the municipality. To obtain the approval, you must provide the required documentation and fulfill the requirements specified by the Public Health Department. These requirements may include demonstrating that your facility offers a clean and sanitary environment, follows proper hygiene practices, and has measures to prevent the spreading of diseases or infections.

By obtaining additional approval from the Public Health Department, you can ensure that your pet grooming business complies with the regulations and maintains high health and safety standards for the pets under your care.

ESR and UBO

The business activities of Domestic Pets Grooming (9602.96) and Pet Care Services such as Boarding, Grooming, Sitting, and Training Pets (9609.02) are exempt from the requirements of Ultimate Beneficial Ownership (UBO) and Economic Substance Regulations (ESR).

Ultimate Beneficial Ownership (UBO) refers to individuals who ultimately own or control a legal entity like a company or trust. UBO requirements aim to identify and disclose individuals with significant ownership or control over a business entity. ESR refers to Economic Substance Regulations, which are laws ensuring that companies engaged in specific activities have a significant economic presence in their registered jurisdiction. Accordingly, ESR mandates companies to demonstrate adequate economic activity within their registered jurisdiction, including employees, assets, and operations.

However, in the case of Domestic Pets Grooming and Pet Care Services, these activities fall under an exemption where compliance with UBO and ESR is not required. 

AML  

The business activities of Domestic Pets Grooming (9602.96) and Pet Care Services such as Boarding, Grooming, Sitting, and Training Pets (9609.02) are exempt from Anti-Money Laundering (AML) regulations. AML regulations primarily target financial institutions and businesses engaged in financial transactions. As the mentioned pet care services are not directly involved in financial activities or transactions, they fall outside the scope of AML regulations.
