There has been significant growth in Dubai’s veterinary services sector in recent years, driven by the increasing number of pet owners and a greater focus on their health and well-being.

Dubai’s large expatriate population and rising affluent middle class have contributed to the demand for veterinary services. Increasingly, Dubai pet owners appreciate the importance of regular veterinary care, vaccinations, and preventive treatments for their pets. Additionally, the city is committed to creating a pet-friendly environment, including pet-friendly spaces in residential communities, parks, and public spaces. This favorable environment and the increasing number of specialized veterinary services and government support further enhance your prospects for launching a veterinary clinic in Dubai.

7500.94 – Veterinary Clinic

Apply for a business license under Veterinary Activities and choose business activity Veterinary Clinic with activity code 7500.94.

A veterinary clinic in Dubai is a specialized medical facility where qualified veterinarians provide veterinary care and treatment for several categories of animals, including both farm animals and pets. Your Veterinary Clinic license from Meydan Free Zone allows clinicopathological and other diagnostic activities of animals.

Your veterinary clinic can diagnose, treat, and prevent animal diseases, disorders, and injuries. Veterinarians in your clinics should be certified and trained to perform various medical procedures, including physical examinations, vaccinations, surgeries, dental care, laboratory tests, and radiology. You can also advise pet owners on nutrition, behavior, and general animal care.

You must follow strict hygiene, safety, and ethical standards in your clinic. You may also collaborate with animal welfare organizations, rescue groups, and local authorities to encourage responsible pet ownership and address animal health and welfare issues.

Inclusions

As a veterinary clinic, you can provide animal health care and control activities for farm and pet animals. These activities should be carried out by qualified veterinarians when working in veterinary hospitals and when visiting farms, kennels, or homes, in their own consulting and surgery rooms, or elsewhere. With your license, you can also include activities of veterinary assistants, clinicopathological and other diagnostic activities of animals, and animal ambulance services.

Exclusions

Your veterinary clinic license restricts you from Support Activities for Animal Production, including performing farm or pet animal boarding activities without health care, sheep shearing, herd testing, droving, agistment, poultry caponizing, or artificial insemination.

Third-Party Approval – Post License

Your veterinary clinic must have additional approval from the Public Health Department of Dubai Municipality in order to comply with regulations and maintain public health standards. This third-party approval is obtained after the issuance of the business license and serves as a confirmation that the veterinary clinic meets the specific health and safety requirements set forth by the municipality. It is a crucial step to ensure the proper operation of the clinic and the well-being of both animals and the community in Dubai.

Economic Substance Return

Veterinary clinics are not required to comply with regulatory requirements like Ultimate Beneficial Ownership (UBO) or Economic Substance Regulations (ESR).

Economic Substance Regulations (ESR) in Dubai aim to ensure that companies conducting certain business activities in the UAE maintain an adequate level of economic substance within the country, in compliance with international standards and commitments to prevent unfair taxation practices.

Ultimate Beneficial Ownership (UBO) refers to the individual(s) who ultimately own or control a company or entity, and in Dubai, it is a regulatory requirement to disclose and keep accurate records about these individuals.

Anti-Money Laundering Compliance

Anti-Money Laundering (AML) compliance in Dubai encompasses the regulatory measures and procedures aimed at preventing and detecting money laundering and terrorist financing activities within the jurisdiction, ensuring the financial system’s integrity. AML regulations do not apply to veterinary clinics in Dubai.
