Third-Party Approval – Pre-License
Prior to applying for a Building Cleaning Services license from Meydan Free Zone, the Dubai Municipality’s Building Control and Building Permits Department must approve the application. ESR & UBO
Businesses related to cleaning homes and buildings (8120.00, 8121.01, 8121.02, 8129.00, 8129.01, 8129.02, 8129.90) are exempt from UBO (Ultimate Beneficial Ownership) and ESR (Economic Substance Regulations). UBO refers to the identification and reporting of individuals who have ultimate ownership or control over a business entity, while ESR pertains to regulations that require businesses to demonstrate legitimate economic activity and substance within the jurisdiction where they operate.
AML
