General secondary education (the academic, university-bound stream of secondary schooling, excluding technical and vocational tracks) is the heart of Dubai's premium K–12 market.¹ It is where IGCSE, A-Level, IB Diploma, AP, and MoE programmes are delivered and where university outcomes are set.
KHDA's 227-school system¹ delivers general secondary across a uniquely broad curricula mix, with British, American, IB, Indian, and MoE pathways all competing for upper-secondary enrolment.
For investors and operators, general secondary offers the strongest pricing power in the school portfolio, but demands investment in subject-specialist faculty, laboratories, and university counselling to sustain that pricing, aligned with Education 2033 quality benchmarks.²

8521 - General Secondary Education
Under this activity, you are in the business of delivering the academic stream of secondary education, laying the foundation for further academic study at tertiary level.
That covers IGCSE, A-Level, IB Diploma, Advanced Placement, MoE, and CBSE/ICSE senior-secondary pathways, delivered under KHDA oversight with qualified subject-specialist faculty.
There are some things this activity does not cover. Technical and vocational secondary provision is classified under a separate activity code. Higher education and tertiary programmes sit under separate higher-education codes.
Standalone tutoring, exam prep centres, and university-admissions consultancies operated outside a licensed school are also outside this scope.
In short: if you are delivering licensed general, academic secondary education at the senior-secondary level, you are in. If you are running a technical/vocational school, a university, or a tutoring centre, you are not.
Third-Party Approval
This business activity requires third-party approval. In practice, your academic model, curriculum, facility, safeguarding framework, and leadership profile must be reviewed and cleared by the Knowledge and Human Development Authority (KHDA) as part of the licensing process.
Anti-Money Laundering Compliance
This business activity is exempt from AML compliance requirements.
