How to Start a Wholesale Printed Circuits Business with Meydan Free Zone
A printed circuit board is the physical foundation of every electronic product. Components mount on it, current flows through its etched copper traces, and no piece of electronics works without one.
Every smartphone, server, router, 5G base station, EV battery management system, and medical device starts with a printed circuit board (PCB).
According to Prismark Partners¹, the authoritative industry analyst for the sector, global PCB output value reached USD 80.92 billion in 2021 and continues to expand through 2028 as higher-layer-count and packaging substrate segments accelerate. IPC² reported North American printed circuit board shipments up 21.4 percent year on year in May 2025 with a book-to-bill ratio of 1.03, signalling sustained order pressure.
Frost & Sullivan¹ forecasts the AI server printed circuit board segment growing at 16 percent CAGR, while Prismark data¹ shows 18-plus-layer boards expanding at 9 percent CAGR and IC substrates at 7 percent CAGR through 2028.
Asia produces the overwhelming majority of global PCB output¹, leaving the UAE almost entirely import-dependent. Wholesalers sit between Asian fabricators and the UAE's electronics assemblers, defence integrators, 5G contractors, EV component makers, and medical device builders.
Meydan Free Zone offers 100% foreign ownership, zero corporate tax on qualifying income, full profit repatriation, and a fully digital licensing process, giving PCB wholesalers an efficient base to import from Asian fabricators and distribute to UAE assemblers, integrators, and electronics OEMs.
Who is this for?
| Audience Segment | Profile |
|---|---|
| Rigid PCB distributors | |
| Flex and rigid-flex wholesalers | |
| HDI and high-performance board suppliers | |
| Traders supplying single-sided, double-sided, and multilayer rigid PCBs to electronics assemblers, contract manufacturers, and industrial equipment builders. Prismark places multilayer boards at 38.4% of global PCB value¹. | |
| Wholesalers handling flexible circuits and rigid-flex boards for wearable device makers, medical equipment assemblers, automotive electronics integrators, and compact industrial products. Flexible and HDI boards together account for 32% of global PCB value¹. | |

4652.04 - Wholesale of printed circuits
Under this activity, you are licensed to import and distribute bare printed circuit boards at wholesale volumes to electronics assemblers, contract manufacturers, and system integrators across the UAE and GCC.
You are the layer between Asian fabricators (Unimicron, Nan Ya PCB, Ibiden, Shennan Circuits, AT&S, TTM Technologies) and UAE buyers who need boards in commercial quantities but cannot source directly at the required lead times. This applies whether you hold inventory, operate on a direct-order model, or run a specialist technical distribution channel.
However, this activity has defined boundaries. It excludes wholesale of computers and computer peripheral equipment, wholesale of consumer electronics, and wholesale of recorded audio and video media.
Manufacturing or fabricating PCBs is a production activity. PCB assembly (populating boards with components) is a separate manufacturing service.
Wholesale of finished electronic equipment that contains PCBs falls under different sub-activities.
To be clear, if you are importing bare boards and selling them at wholesale volumes to assemblers, integrators, or contract manufacturers, this is your activity.
| Category | Scope |
|---|---|
| Rigid boards | Single-sided, double-sided, and multilayer rigid PCBs Wholesale of standard FR-4 based rigid boards supplied to industrial electronics, consumer electronics assemblers, and general equipment manufacturing. The workhorse category. MARKET CONTEXT Prismark reports global PCB output at USD 80.92 billion in 2021, with steady growth driven by premium segments¹. |
| Flex and rigid-flex circuits | Flexible printed circuits and rigid-flex assemblies Distribution of bendable circuits for wearables, medical devices, automotive interiors, and compact industrial assemblies where rigid boards do not fit. GROWTH DRIVER Prismark projects packaging substrates at 8.3% CAGR and HDI boards at 4.9% CAGR through 2026¹. |
| HDI and IC substrates | HDI boards and FC-BGA packaging substrates Import of high-density interconnect boards with microvias below 150μm and packaging substrates for AI servers, 5G radios, and defence applications requiring IPC-6012 Class 3 certification. AI AND DATA CENTRE IPC's 2025 outlook projects high-end PCBs for AI and data centres growing at over 14% CAGR through 2028². |
| Specialty boards | Metal-core, ceramic, and polyimide PCBs Wholesale of metal-core boards for LED and power applications, ceramic boards for high-temperature use, and polyimide boards for EV silicon-carbide power modules. AUTOMOTIVE Prismark places automotive PCB output at USD 8.78 billion by 2025, up from USD 6.32 billion in 2020¹. |
