How to Start a Guest House Business in Dubai with Meydan Free Zone

A guesthouse offers something a branded hotel chain cannot: presence. The operator is typically on the premises, knows the guests, and can act on their needs with a speed and personal investment that a staffed corporate property rarely matches. This human quality, combined with a domestic scale and an authentic sense of place, is precisely what a growing segment of travellers is actively seeking. The global guesthouse market was valued at USD 24.7 billion in 2024 and is projected to reach USD 42.3 billion by 2033 at a CAGR of 6.2%, according to Market Intelo¹. The closely adjacent boutique hotel market, which shares the same experiential and independent character, was valued at USD 26.67 billion in 2024, projected to reach USD 50.06 billion by 2034 at a CAGR of 6.5%, according to Zion Market Research².

These growth rates reflect a structural shift in travel preferences. The post-pandemic traveller is more likely to seek accommodation with character, local connection, and personalised service, qualities that guesthouses and B&Bs deliver by design rather than by standard operating procedure. Mid-scale B&Bs account for 48.94% of global B&B revenue, according to Mordor Intelligence³, demonstrating that the personal hospitality model appeals across price points. Boutique and heritage inn formats account for 31.62% of global B&B revenue, underscoring how the physical setting and story of a property has become a commercial asset in its own right.

In the UAE, independent and guesthouse-format accommodation is the fastest-growing sub-segment of the hospitality market, with independent hotels projected at a CAGR of 10.35% through 2031, exceeding the growth rate of every branded hotel category, according to Mordor Intelligence. The UAE’s short-term rental market is among the world’s fastest-growing in terms of active listings and revenue, outperforming New York, Sydney, Tokyo, and Singapore, according to Frank Porter analysis in Khaleej Times⁴. Property Finder recorded 22,000 searches for short-term rentals in Dubai in 2025. All licensed short-stay accommodation in Dubai operates under the framework of Decree No. 41 of 2013, administered by the Department of Economy and Tourism.

It does not cover hotels (5510.91), apartment hotels, holiday homes (covered under separate sub-codes within 5510.xx), or the provision of accommodation on a monthly or annual basis for more permanent residential use (ISIC 6820). It also does not cover restaurant or food and beverage services operated independently of the guesthouse (ISIC division 56), property management for third-party owners (ISIC 6820), or property development (ISIC 4100). Third-Party Approval

Guest House requires pre-approval from the relevant emirate tourism authority before the Meydan Free Zone licence can be issued, as all licensed short-stay accommodation operations are regulated by the Department of Economy and Tourism in Dubai or the equivalent authority in the relevant emirate.

Anti-Money Laundering Compliance

Guest House is not classified as a Designated Non-Financial Business or Profession (DNFBP) under UAE anti-money laundering legislation, and guesthouse operators are not subject to AML registration or reporting obligations specific to this activity code, though standard guest identity verification requirements under UAE hospitality regulations continue to apply.
