An intermediate school (the middle band typically covering Grades 6/7 through 8/9) is the critical transition stage in a pupil's schooling.¹ It is where academic trajectories are set, subject choices narrow, and senior-secondary readiness is built.
In Dubai's 227-school private system,¹ intermediate provision is a key differentiator between strong through-schools and weaker standalone offerings. Parents increasingly scrutinise middle-school quality before committing to a school for the full K–12 journey.
For operators, intermediate provision demands investment in subject-specialist faculty, science and technology facilities, and pastoral systems, and rewards that investment with stronger retention into senior secondary under the Education 2033 agenda.²

8510.98 - Intermediate School
Under this activity, you are in the business of operating a licensed intermediate / middle school delivering instruction across the middle grades.
That covers subject-specialist teaching in mathematics, sciences, humanities, languages, Arabic, Islamic studies where applicable, and the arts, under a KHDA-approved curriculum and pastoral framework.
There are some things this activity does not cover. Primary provision up to Grade 6 and early-years provision fall under separate activity codes. Senior secondary provision beyond Grade 9 is classified under secondary education.
Tutoring, examination prep centres, and university-admissions counselling operated outside a licensed school are also outside this scope.
In short: if you are operating a licensed intermediate / middle school across the middle grades, you are in. If you are running a primary-only, senior-secondary-only, or tutoring business, you are not.
Third-Party Approval
This business activity requires third-party approval. In practice, your academic model, curriculum, facility, safeguarding framework, and leadership profile must be reviewed and cleared by the Knowledge and Human Development Authority (KHDA) as part of the licensing process.
Anti-Money Laundering Compliance
This business activity is exempt from AML compliance requirements.
