KEEP YOUR CLIENTS

Working with Clients Based in Italy from Dubai

Do Your Italian Clients Still
Get Invoiced the Same Way?

Almost nothing changes for them. Billing an Italian client from your UAE company is treated as a service supplied from outside the EU, so your Italian client typically self-invoices for VAT purposes under Italy's reverse charge rules rather than you adding Italian VAT to your invoice. You keep billing the way you always have. Their accountant just files it slightly differently.

Do Your Italian Clients Still
Get You 0% Corporate Tax in Dubai?

Yes, and the free zone regime rewards exactly the business you're already running. Income from clients outside the UAE, Italian ones included, is qualifying income, taxed at 0%. Income from Dubai mainland clients is taxed at 9%. Holding that status means keeping real substance in the UAE, filing audited accounts, and keeping non-qualifying income under the lower of 5% of revenue or AED 5 million.

Will the Agenzia delle Entrate Investigate You If You Move to Dubai?

Italy and the UAE have a real, functioning tax treaty, and Italy's own Supreme Court has upheld it in practice. But there's a wrinkle worth knowing upfront: the UAE is named on Italy's own domestic list of low-tax jurisdictions, under a decree that's been in place since 1999. For an Italian citizen moving there, that flips the usual order of things. Instead of the tax authority having to prove you're still resident, you're the one who needs to show, with real documentation, that your move is genuine. The good news is that Italy has no general exit tax on individuals, so once you've built that proof properly, moving is a matter of paperwork done right, not a tax bill on the way out.

Tax Positioning

Will You Still Pay Taxes in Italy?

Not once your move is genuine and properly documented, but Italy asks more of you here than it does of most nationalities, since the UAE sits on Italy's own list of low-tax jurisdictions.

What actually makes me a non-Italian tax resident?

The "ordinarily resident" test, based on where your permanent home and genuine life ties sit, not a simple day count. There's a secondary Physical Presence Test too, but for most relocating founders, ordinarily resident is what matters most.

Does keeping a home or family in Italy count against me?

It can, and this is where people trip up. If your spouse or children stay in Italy, or if you keep a home available for your own use, that alone can be enough to keep your domicile, and therefore your residency, in Italy, regardless of how many days you personally spend there.

Is there an exit tax on my shares or assets when I leave?

Not for individuals. Italy doesn't apply a general exit tax to departing residents the way some other countries do. There's a separate, narrower rule for companies migrating their tax residence, but a founder simply moving to Dubai and keeping their shares isn't taxed on a deemed sale just for leaving.

What does it actually mean that the UAE is on Italy's blacklist?

It reverses the usual burden of proof. Rather than the tax authority needing to show you're still resident, you need to actively prove you've genuinely relocated, real accommodation, real economic activity, real family ties that have moved with you.

What kind of proof actually works?

A registered Dubai tenancy, UAE utility bills, your business license and trade activity, school enrolment for any children who've moved with you, and evidence your family has relocated too, not just you on paper. The more of your actual life you can show has moved, the stronger your position.

Does the blacklist affect the tax treaty itself?

No, they're separate things. The Italy-UAE tax treaty still applies and is actively enforced by Italy's own courts. The blacklist just changes who has to prove what, and it's specifically about individual residency, not about whether the treaty exists.

Does staying an Italian resident change my Dubai company's 0% rate?

No, the UAE doesn't tax based on your citizenship or where you're originally from. What matters for your own exposure is whether you've genuinely become non-resident under Italian rules, which is squarely about your own documentation, not your company's.

Do I still pay Italian tax on rental income or investments back home?

Yes. Italy taxes Italy-sourced income, rental income, dividends, capital gains on Italian assets, regardless of your residency status, so holding onto property or investments in Italy doesn't get any simpler once you're in Dubai.

Can I keep a company or assets in Italy while running the Dubai business?

Yes. Nothing about setting up in Dubai requires closing anything in Italy. Keeping clear, separate records for each side is what makes both easy to manage well.

What do I need to file before I come?

A final Italian tax return covering your departure-year income, and registration with AIRE, the registry of Italians living abroad, within 90 days of establishing residence in Dubai.

Is AIRE registration enough on its own?

No, and this is a common misunderstanding. AIRE registration is necessary and it's the clearest administrative signal you've left, but Italian courts have repeatedly ruled that it isn't sufficient by itself if your real life, family, decisions, economic interests, still centres on Italy.

What's the single most useful thing to get right early?

Move your real life, not just your address. Genuine relocation, family, economic activity, day-to-day presence, is what actually satisfies both the residency tests and the blacklist's reversed burden of proof, so it's worth planning as one decision, not two.

Open a Bank Account

Setting Up Your Finances in Dubai

Your company can be registered and your visa process started entirely online from Italy. Corporate bank applications can begin as soon as your business license is issued, and personal accounts typically open within days of your Emirates ID arriving.

Meydan Free Zone works with 26+ banking partners and includes a guaranteed IBAN pathway, and a lease agreement with every business license, built specifically to help this step move as smoothly as possible.

Opening a Bank Account

You will need your passport, residence visa and Emirates ID, plus your trade license for a business account. Digital banks clear straightforward applications in days, while traditional banks take longer but suit higher volumes and credit facilities. What moves an application along is consistency: your licensed business activities, your invoices and your business description all telling the same story.

Moving Money Between EUR and AED

The dirham is pegged to the US dollar, which gives your AED earnings stability. Against the euro it moves as the dollar does, so if you've kept Italian costs like a mortgage or family expenses, your income and outgoings sit in currencies that drift apart. Getting profit out is straightforward: the UAE has no exchange controls and no withholding tax, so repatriating to Italy is a transfer, not a tax event. For the transfer itself, regulated money services usually beat bank wires. Compare the total cost, not just the fee.

How Corporate Tax Works in Dubai

The UAE introduced corporate tax in 2023 at 9% on profits above AED 375,000, with nothing charged below it. Free zone companies keep the 0% rate as a Qualifying Free Zone Person, and only on qualifying income. The conditions: adequate substance in the UAE, audited accounts, transfer pricing compliance, and non-qualifying income below the lower of 5% of revenue or AED 5M.

Compare that to Italy's corporate tax burden, IRES at 24% plus IRAP typically adding another 3.9%, and the gap is a large part of why this move gets made.

What Changes Day-to-Day

Your Italian credit history doesn't transfer, so the AECB starts a fresh file the day your first Dubai account opens. There's no personal income tax return to file in the UAE at all.

Rent runs in one to four cheques a year, not monthly, so budget a bigger cash buffer for year one than an Italian tenancy needs.

Your company registers with the Federal Tax Authority and files annually, and the 0% qualifying rate needs audited accounts behind it, so build that habit in from month one.

UAE Visa

What Are Italian Founders Asking About the UAE Visa?

Getting a Dubai visa is genuinely simple, and knowing how it works alongside your tax position back home means you get to plan both with ease.

Family Visa

Moving Your Family to Dubai

Moving a family is pretty straightforward once the business side is set up, especially if you get started on your paperwork in Italy before you fly.

Can You Bring Your Family to Dubai?

Yes. With Meydan Free Zone, you can add up to six visa allocations to your business license.
Once you obtain UAE residency through your company, you can sponsor eligible family members, subject to immigration requirements. This includes demonstrating a monthly income of at least AED 4,000, or AED 3,000 with accommodation, alongside the required company, housing and family documents.

What to Sort Before They Fly

Attestation is what delays families, and it has to start in Italy. The UAE is not part of the Hague Apostille Convention, so even though Italy is, an Italian apostille alone won't be accepted here. Your marriage certificate and each birth certificate need full legalisation instead: authentication through the local Prefettura or relevant Italian authority, then legalisation through the UAE Embassy in Italy, and finally MOFA once you're in the UAE, with certified Arabic translations. Unattested certificates are a common cause of spouse visa delays, and starting the chain again from Dubai costs weeks. You'll also need a registered Ejari tenancy contract before you can sponsor anyone, so housing comes before family visas. Everyone over 18 sits a medical fitness test after arrival.

What Does Education Look Like for Italians in Dubai

There's no dedicated Italian curriculum school in Dubai, but Italian families settle into British and IB curriculum schools with real ease, British curriculum alone makes up over 40% of Dubai's school places, the largest system in the city. The Dante Alighieri Society in Dubai runs Italian language courses and cultural events for families who want to keep the language and culture alive alongside an international school education. Every private school is inspected and rated by the KHDA, with ratings and fees published so you can compare before you arrive.

Healthcare for Your Family

Health insurance is mandatory for every Dubai resident, and is arranged by your sponsor, or your own company if self-sponsored. It's a simple part of setting up, covering each dependant as part of getting their visa in place, so it's worth building into your year-one plan from the start.  It’s also worth noting that Dubai's private hospitals rank among the best in the region, with short waiting times.

Rent & Real Estate

Making a Home Out of Dubai

Italians have been building a presence in Dubai for years, drawn in particular by fashion, F&B, design and luxury retail, sectors where an Italian name still carries real weight.

Where To Live in
Dubai as Italian Expats

Business Bay, Downtown and Dubai Marina draw professionals and entrepreneurs who want to be close to clients and the Metro. Families lean toward Arabian Ranches, Dubai Hills Estate and Jumeirah for space and community, with easy access to the city's international schools. Value sits further out in JVC and Al Furjan. Most people pick the school first and the postcode second, then commute from there.

Should You Rent or
Buy in the First Year?

Rent first. Renting lets you test commutes, schools and communities before committing, and Dubai tenancy law caps renewal increases through the official RERA rental index. Buying makes sense once you know the city, and Italian nationals can purchase freehold property in designated areas the same as any other foreign national.

How Do Cheques and Deposits Work?

Dubai rent is usually paid in one to four cheques a year. Expect a 5 percent refundable security deposit, around 5 percent agency commission, Ejari registration, and a refundable DEWA deposit of AED 2,000 for an apartment. And make sure to ask whether cooling is included before you sign, chiller charges can turn a good rent into an expensive one.

Getting Set Up Locally

Most of Dubai’s admin moves pretty quickly. And with your Emirates ID, life gets so much more simpler; it's your ID, your bank account key, your driving license application, all in one card.

Questions? Answers.

How many days can I spend in Italy without being a tax resident?

There's no single safe number the way some countries run it. Since 2024, Italy checks four things: your civil-law residence, where your family and personal life is centred, physical presence, even fractions of a day count, and your population register status, and any one being true for most of the year keeps you resident. Genuinely relocating all four is what actually gets you out.

Why does it matter that the UAE is on Italy's blacklist?

It reverses the burden of proof. Instead of the tax office needing to show you're still resident, you need to actively demonstrate your move is genuine, real housing, real economic activity, real family relocation. It's a documentation exercise, not a penalty, and it's very manageable if you build the file properly from the start.

Can Italy tax income I earn in Dubai?

Not once you're genuinely non-resident, and the Italy-UAE tax treaty, actively enforced by Italy's own courts, gives you a real framework to rely on. What catches people out isn't the treaty, it's not having properly established non-residency in the first place.

Is there an exit tax when I leave Italy?

Not for individuals. Italy has no general exit tax on departing residents. There's a separate, narrower rule for companies migrating their registered tax residence, but simply moving yourself and keeping your shares isn't a taxable event.

Do I need to register with AIRE?

Yes, within 90 days of establishing residence in Dubai. It's mandatory by law for Italian citizens living abroad long-term, and it's the clearest single piece of paperwork showing you've left, though on its own it isn't automatically enough if the rest of your life still points to Italy.

Do I need a job offer to move to Dubai?

No. Most Italian founders sponsor themselves, setting up their own free zone company and letting it issue their investor visa, no employer required.

Can I set up the company before I move, and how long does it take?

Yes, and it's quick. Register the company and start the visa process online from Italy, often getting the license the same day, then travel over for a short medical and biometrics. The whole move typically takes four to eight weeks.

Can my spouse and children move with me?

Yes. Your company visa lets you sponsor up to six visa allocations, spouse and children included, subject to income and housing requirements, and it's also the strongest evidence you can offer that your relocation is genuine.

Will I actually get a business bank account in Dubai?

Yes, when your file is consistent. Meydan Free Zone works with 26+ banking partners and includes a guaranteed IBAN pathway to shorten the process.

Are there Italian schools in Dubai?

Not a dedicated Italian curriculum school, but Italian families settle comfortably into Dubai's British and IB curriculum schools, and the Dante Alighieri Society runs Italian language and culture programmes alongside that.

What documents should I keep to prove I've really left Italy?

The everyday paper trail of a genuine life abroad: your Ejari tenancy, flight and passport stamps, UAE bank statements, your business license and trade activity, and your AIRE registration confirmation. Given the reversed burden of proof, keeping these from day one matters more here than for most other nationalities.

Can Dubai ever become permanent?

In practice, yes. There's no conventional citizenship route, but the ten-year Golden Visa, renewable, gives long-term security to anchor a home, a business and your children's schooling, and it lets you sponsor family too.
