What Counts as a Tax Invoice
The heading matters. An invoice must display the words "Tax Invoice" clearly. That separates it from a quote, a proforma, or a statement, none of which support VAT recovery.
Every VAT registered business must issue one for a taxable supply. The obligation sits with the supplier. A customer chasing you for a compliant invoice is not being difficult, since their recovery position depends on it.

In full, a compliant invoice carries the "Tax Invoice" heading and both parties' details. It also needs a unique number, the relevant dates, and a description of what was supplied. For each line it shows unit price, quantity, tax rate, and the amount payable in dirhams. It shows any discount, the gross amount, and the tax amount in dirhams. Where a currency conversion applies, it shows the rate used. Where the reverse charge applies, it carries a statement to that effect.
When a Simplified Invoice Is Allowed
This is where published guidance most often goes wrong, so it is worth stating precisely.
A simplified invoice is permitted in two situations. The first is where the recipient is not VAT registered. There is no value ceiling in that case. The second is where the recipient is registered and the consideration does not exceed AED 10,000.
So the AED 10,000 figure is a cap on simplified invoicing between businesses. It is not a general threshold below which anyone may use the short format. A retailer selling to consumers can use simplified invoices for any amount.
One practical caution. A simplified invoice carries no recipient name or registration number. Registered buyers often ask for a full invoice on small purchases anyway, so their recovery position is not arguable later. Supplying one is reasonable even where the rules do not compel it.

The general deadline is 14 days from the date of supply. A supply on 1 April means an invoice by 15 April.
The date of supply is the trigger, not the date you get round to billing. For services delivered over time, that distinction needs care. Reported guidance also indicates simplified invoices should be issued on the date of supply itself. The 14 day window does not apply there.
Specific exceptions exist for certain cases. Check your own supply type rather than assuming the general rule covers it.
Foreign Currency and Language
Two formatting points cause avoidable rejections.
On currency, you may invoice in any currency. The tax amount must still appear in dirhams, together with the exchange rate applied. Published guidance indicates the Central Bank rate on the date of supply is the accepted basis. Showing a converted figure with no stated rate is a common defect.
On language, invoices may be issued in Arabic or bilingually. The authority can request an Arabic translation of any document, which is why bilingual templates are widely used. An English only invoice is generally workable in practice, but the ability to produce an Arabic version should exist.
Reverse Charge Supplies
Where the recipient accounts for the tax, the invoice must say so. A statement that the recipient is required to account for the tax is one of the twelve particulars, along with a reference to the relevant provision.
A simplified invoice cannot be used for a reverse charge supply. Whatever the value, a full tax invoice is required. This catches out suppliers of electronic devices and precious metals, where domestic reverse charge treatment applies between registered businesses.
Reporting also indicates a recent change. A requirement for the recipient to self-issue an invoice under the reverse charge was reportedly removed from the start of 2026. The duty to retain supporting documentation remains. Confirm the current position before changing any process.
Electronic Invoicing and What Changes
A phased move to structured electronic invoicing has been reported, with a rollout beginning in 2026.
The reported model is decentralised, with invoices passing through accredited service providers rather than a central government portal. The practical shift is from documents to data. A PDF that looks correct is not the same as a structured file carrying every required field.
One reported consequence matters for template planning. Businesses inside the electronic invoicing system are said to lose access to the simplified invoice format entirely, whatever the value or the customer type. If that holds, retailers and small businesses will need full invoice data for every sale. Design templates now so they can carry the full field set.
What a Defective Invoice Costs
Penalties apply for failing to issue a compliant tax invoice, and reporting puts the figure at AED 2,500 for each detected case. That accumulates quickly across a sales ledger.
The indirect cost is often larger. A customer denied VAT recovery because of your invoice will ask you to fix it, and may withhold payment until you do. Getting the template right once is cheaper than correcting invoices individually.
Checking Your Template
Most invoicing problems come from a template built once and never reviewed. Check your current invoice field by field against Article 59. Pay attention to the reverse charge statement and the exchange rate line, which are the two most often missing. Confirm that your system stamps the date of supply rather than only the date of issue.
