How to Start Cleaning Home and Building Business in Dubai with Meydan Free Zone?

Dubai's real estate and commercial sectors generate constant demand for professional cleaning. A growing population and a steady inflow of businesses and residents mean buildings need maintaining whether or not anything else in the economy is happening.

Meydan Free Zone offers eight activity codes across this sector. The split that matters is simple: interior cleaning needs no third-party approval, and exterior cleaning needs Dubai Municipality clearance before you can apply. This guide sets out which code sits on which side of that line.

Cleaning Activities, 8120.00

The broadest code in the group, sitting under Services to Buildings and Landscape Activities. It permits a wide span of work:

  • General interior cleaning of all types of buildings
  • Exterior cleaning of buildings
  • Specialized cleaning activities for buildings
  • Cleaning of industrial machinery
  • Cleaning the inside of road and sea tankers
  • Disinfecting and extermination activities for buildings and industrial machinery
  • Bottle cleaning
  • Street sweeping
  • Snow and ice removal

What it excludes

Agricultural pest control, cleaning newly constructed buildings, steam-cleaning and sandblasting of building exteriors, and carpet, rug, drapery and curtain cleaning.

That first exclusion catches people out. Cleaning a newly constructed building is not covered here, which matters if handover cleans for developers were part of the plan.

Approval: none needed.

General Cleaning of Buildings, 8121.00

Covers general cleaning across offices, houses and apartments, factories, shops and institutions, plus other business and professional premises and multi-unit residential buildings.

The work is mainly interior: dusting, vacuuming, mopping and sanitising. It may extend to associated exterior areas such as windows or passageways where those are directly part of the general clean.

Codes 8121.01 and 8121.02 sit beneath this heading, splitting the same activity between general cleaning of all building types and cleaning of business, professional and multiunit residential premises specifically.

What it excludes

Specialised interior cleaning, meaning chimney cleaning and the cleaning of fireplaces, stoves, furnaces, incinerators, boilers, ventilation ducts and exhaust units. Those belong in the 8129 family.

Approval: none needed.

The 8129 Family

All four of these codes need approval from Dubai Municipality's Building Control and Building Permits Department before you apply for the license. That approval confirms your exterior cleaning work will meet municipal standards.

Other Building and Industrial Cleaning Activities, 8129.00

The parent code. It covers exterior cleaning of offices, factories, shops, institutions and multiunit residential buildings, plus specialised tasks: windows, chimneys, fireplaces, stoves, furnaces, incinerators, boilers, ventilation ducts, exhaust units, swimming pools and air conditioning units.

It extends to cleaning industrial machinery, bottles, trains, buses and planes, cleaning inside road and sea tankers, disinfecting and extermination, street sweeping, and snow and ice removal.

Exterior cleaning of buildings, 8129.01

The exterior-focused class within 8129.00, carrying substantially the same permissions.

Specialized cleaning activities for buildings, 8129.02

The specialised-tasks class: window cleaning, chimney cleaning, and cleaning of fireplaces, stoves, furnaces, incinerators, boilers, ventilation ducts and exhaust units.

Building Cleaning Services, 8129.90

A service-delivery code within the same family, covering the same building types and equipment.

What the 8129 codes exclude

Agricultural pest control, sewer and drain cleaning, automobile cleaning and car washing. Note this exclusion list differs from 8120.00's, so check the one attached to your chosen code rather than assuming they match.

Compliance and What You Need in Place

The approval split is the practical decision

If your business is interior cleaning for homes and offices, the 8121 codes carry no third-party approval and you can move quickly. If you intend to clean building exteriors, windows, ventilation systems or industrial machinery, you need Dubai Municipality approval first, and that sits between you and your license rather than after it.

Many operators want both. Interior work gives you volume and recurring residential contracts, exterior and specialised work gives you higher-value commercial jobs. Deciding which you actually need before applying saves either an unnecessary approval process or a license that does not cover half your intended service list.

Anti-money laundering

Cleaning activities are exempt from AML rules. That applies to the activity file only, so normal bookkeeping and tax duties are unaffected.

Watch the exclusions

Three separate exclusion lists operate across these codes, and they do not align. Newly constructed buildings, carpet and upholstery cleaning, sewer and drain work, and car washing all sit outside one code or another. Map your intended service list against the specific exclusions for your chosen code before applying.

Market Opportunity

The demand behind these codes is structural rather than cyclical. Buildings need cleaning whatever the property market is doing, and Dubai keeps adding stock across residential, commercial and industrial categories.

Why the revenue sticks

The revenue shape is what makes the sector attractive. Cleaning is bought on contract rather than by the job, which means once you hold a building you tend to keep it. Switching supplier is disruptive enough that clients rarely bother without cause, so the work compounds instead of needing to be resold each quarter.

Three tiers, three businesses

The three service tiers behave differently and are worth thinking about separately. Residential and general interior cleaning is high volume, low barrier, and competitive on price and reliability. Commercial contracts are larger and stickier but need credibility and staff capacity. Specialised and industrial work carries the Municipality approval step, which thins the competition considerably, and prices accordingly because far fewer operators can legally do it.

The moat

That last point is the strategic one. The approval you might initially see as an obstacle is also what protects the margin on the higher-value work. An operator willing to complete the Municipality process reaches a market that interior-only competitors cannot enter.

The growth constraint

This is also a headcount business, so growth is limited by recruitment, training and supervision rather than by capital. Plan the hiring alongside the licensing rather than after it.

Conclusion

Cleaning is a scalable and resilient business in Dubai, with consistent demand and recurring revenue across residential, commercial and specialised industrial work.

The licensing decision comes down to one question: interior only, or exterior and specialised as well. The first path needs no third-party approval. The second needs Dubai Municipality clearance before you apply, and that step is both a delay and a competitive moat.

Settle your intended service list first, check it against the exclusions attached to your specific code, and then apply. Fawri is available if you want to launch quickly once that is clear.
