Primary education (structured instruction for children across the elementary grades) is the largest and most durable revenue band within Dubai's K–12 private-school market.¹ Retention through primary is what builds long-term enrolment value.
Dubai's 227 private schools serve over 326,000 students across a uniquely broad curricula mix, per KHDA's most recent landscape report.¹ Primary grades typically represent the largest single enrolment band within any school.
With continued expatriate family inflows, Education 2033² reform momentum, and active KHDA licensing, the primary segment remains one of the most investable education sub-markets in the GCC.³
That combination of rising enrolment, premium willingness to pay, and an actively licensing regulator is exactly where the opportunity lies.
The UAE government has placed education at the centre of its human-capital strategy under We the UAE 2031 and Education 2033, with explicit targets for learning outcomes, Emirati enrolment in high-performing schools, and attracting internationally respected operators.

8510.02 - Primary Education
Under this activity, you are in the business of delivering formal primary instruction across the elementary grades.
That covers reading, writing, mathematics, science, social studies, Arabic, Islamic studies (where applicable), physical education, and the arts, delivered under a licensed curriculum with qualified teachers and governed by KHDA quality frameworks.
| Category | Scope |
|---|---|
| Lower Primary | Grades 1 – 3. Foundational literacy and numeracy development under a licensed curriculum. |
| Upper Primary | Grades 4 – 6. Subject-specialist teaching, assessment, and transition preparation for secondary. |
| Bilingual Primary | Arabic + English streams. Dual-language delivery aligned to MoE Arabic requirements for all pupils. |
| Inclusive Primary | Learners of determination. SEND provision under Dubai's Inclusive Education Policy. |
| After-School & Enrichment | Licensed enrichment. Co-curricular enrichment, sports academies, and arts programmes within primary schools. |
There are some things this activity does not cover. Pre-primary and nursery provision falls under a separate early-years activity code. Secondary schooling from Year 7 / Grade 7 upwards is classified separately.
Pure tutoring centres operating outside a licensed school licence, and adult literacy programmes, are also outside this scope.
In short: if you are teaching children across the primary grades under a licensed curriculum, you are in. If you are running a nursery, a secondary school, or a tutoring centre, you are not.
