What Each Code Covers

Sea Freight & Passengers Charters, 5012.97

Transport of freight across overseas and coastal waters, including towing or pushing barges, oil rigs and other large structures. It also takes in coordinating cargo movement, arranging transport equipment, and handling customs documentation and clearance. This is the only code on the list needing approval before your license is issued, and it comes from the Dubai Maritime City Authority.

Inland freight water transport, 5022.00

Freight transport on inland waterways. No third-party approval applies.

Forwarding of freight, 5229.01

Arranging or organising transport operations by rail, road, sea or air. That covers organising group and individual consignments, planning and designing logistics activities, issuing and procuring transport documents and waybills, and handling customs-related activities. This activity must be conducted outside the UAE.

Air Cargo Agent, 5229.07

Arranging and organising transport of goods by sea or air, working with carriers to negotiate rates, book cargo space, handle documentation and clearance, and track shipments to destination. It may extend to cargo insurance, warehousing and distribution. Also to be conducted outside the UAE.

Logistics Services, 5229.91

A broad code covering freight forwarding, organising transport across modes, customs clearance, brokerage and goods handling. Courier activities, transport insurance, and travel agency or tour operator work are all excluded.

Two conditions attach. Approval from the Roads and Transport Authority is needed after the license is issued, and the activity may only be combined with other RTA Group A activities, or with activities unrelated to transport where other authorities permit it. That combination rule is restrictive, so check it before building a multi-activity license around this code.

Service Activities Incidental to Water Transportation, 5222.00

Operation of terminal facilities such as harbours and piers, plus navigation, pilotage, berthing, lighterage and salvage. Cargo handling and marina operations are excluded as separate activities. To be conducted outside the UAE.

Cargo Freight Consultancy, 7020.21

Advisory work on logistics, supply chain management and customs regulations, without handling shipments physically. No approvals apply, which makes it the lightest entry point on the list.

The Constraint to Understand First

Three of the seven codes must be conducted outside the UAE: forwarding of freight, air cargo agent, and services incidental to water transportation.

That is not a detail. It means the codes covering classic freight forwarding are structured for a business serving international routes from a Dubai base rather than moving goods within the country. If your intended operation is domestic, Logistics Services with its RTA approval is the code that fits, and the others are not substitutes for it.

Work out where your cargo actually moves before choosing, because picking on the basis of the activity name alone will produce a license that does not permit the business you meant to build.

The license is the easy part.
